I think you have to go after 7:30 to see the night view.  
야경을 보려면 7시반이후에는 가야 할 거 같아요.

If you walk to the right side of the building in this photo with that point as the landmark, there is a place where you can take the stairs/elevator to the second floor.

그곳을 깃점으로 이 사진에서 건물 오른쪽편으로 걸어오면, 2층으로 올라가는 계단/엘리베이터를 타고 갈 수 있는 곳이 있습니다.

Since we should go to the cafe on the bridge, we must go up to the second floor, not the ground.

우리는 다리에 있는 카페를 가야 하기 때문에
반드시 지상이 아닌 2층으로 올라서야 해요.
